Question About Confederate Rose Hibiscus

I have a very large unruly Confederate Rose next to my house. Three main trunk-like growths to about 5 feet off the ground. Can I cut these large limbs back to the ground and let the new growth emerge so I can begin caring for it as a shrug? I pruned it severely last winter (here in NW Florida it does not die off completely) and it still grew to 15" high in 10 months. I'm hoping to get this large plant under control.
