Veronica Georgia Blue Plants Are Not Flowering

I live in the Pacific NW and planted some very healthy Veronica Georgia Blues in late April/early May. They are growing well but not one of the 3 plants is blossoming. I keep them watered and they are in an area that gets some sun but mostly shade.
