Gardenias

Planted 18 variegated gardenias, this will be their 2nd year & they are looking pitiful, ? they are in full sun, & mulched that has landscape fabric under it. I know it's only March & i do see signs if tiny leaves, but overall compared to last year I'm beginning to worry. Just watered them & ? if fertilizer is needed. Help.
