I own a retail nursery. We used to buy our Datura plants from an older gentleman that grew them. He said that he would soak them overnight in water. Then he would plant them in pots about 1/8 inch to 1/4 inch deep into a high quality potting soil. I would suggest getting one of those little seed starting kits that looks like a little greenhouse. We carry the Jiffy Seed Starter kits. The seeds like to stay warm so if you grow them inside you might want to use a grow light. You may want to check on special ordering one from your local nursery, or call around to see who might have one in stock. If you grow them outside, sunshine will work. Don't keep the plants too wet. Just enough water to keep the soil moist until germination occurs. Germination can take from 2-6 weeks. If the seeds are fresh they will usually germinate better and faster. The small seedlings can then be potted up into a 4 inch pot or 1 gallon size pot. Once well rooted in the larger pot, you can then transplant them into the ground. Of course, wait until spring when there is no chance of frost or freezing temperatures. In Zone 8 this is usually about mid April. You should see blooms in the summer.
