yes ground cover. they landscape designer has the wintercreeper mixed in planting beds with other shrubs. sun levels will vary

The first plant that comes to mind is Drift Roses. The USDA temperature zones list PA from 4a to 7a. I checked to make sure the Drift Rose was good for those zones, and it was. There are 7 or 8 colors to choose from among the Drift Rose series. Red, Pink, Peach, Icy White, Apricot, Coral, and a few others. They only reach about 1.5 ft. in height and 3 ft. in width...not invasive, and covered with flowers through the entire warm season. Drift Roses are also very disease and insect resistant, and as long as they get about 4 good hours of sun, or more, a day they'll perform well.

Most vine like ground covers are going to be invasive and will need regular pruning to keep them from spreading into areas where you don't want them.
