Question About Flowering Cabbage

I saw what I believed was flowering cabbage in Kyoto early and I can,t find a photo to confirm it. It had a long flowering stem with typical flowering cabbage leaves. Please advise if I am correct and where I purchase some seeds.

It sounds like what you saw was a flowering cabbage near the end of it's life cycle. In mid to late spring, when the temperatures begin to warm up, these plants produce a bloom stalk and begin to flower. This indicates the plant is close to dying.
